The tile set has three suits — Characters (萬), Dots (筒) and Bamboo (索), each 1–9 — plus the four Winds (東南西北), three Dragons (中 發 白), and the Flowers and Seasons. This is the single-player matching puzzle, not the four-player mahjong game.
Look before you match. Removing a pair can bury tiles you need, so scan for tiles that are trapped and free their blockers first. When the same tile appears four times, deciding which two to remove — and in what order — is usually the whole puzzle.
Clear from the top and the ends inward. The tiles at the tips of the turtle and on the top layers open up the most new moves. Keep at least one legal pair in reserve rather than spending every match the instant you see it.
Every deal here is guaranteed solvable, but you can still strand yourself. If you run dry, Shuffle gives the remaining tiles a fresh solvable arrangement, and Undo walks moves back.

The 144 tiles are stacked into a turtle-shaped layout. Your goal is to clear the board by removing tiles two at a time. You may only remove a matching pair of tiles that are both free, and you keep matching pairs until no tiles are left. It is a tile-matching puzzle, not the four-player mahjong game — there are no opponents, no dice and no scoring hands.
A tile is free when nothing is stacked on top of it and at least one of its long sides — left or right — is open, with no tile touching that edge on the same level. A tile blocked on both the left and the right, or covered by a higher tile, cannot be selected until the blocking tiles are removed. Free tiles are shown at full brightness; blocked tiles are dimmed.
Flowers and Seasons are the exception to the identical-match rule. Any Flower tile matches any other Flower (there are four different Flowers), and any Season matches any other Season (there are four different Seasons). Every other tile — the three suits, the Winds and the Dragons — only matches an exactly identical tile.
On this site, yes. Every deal is generated in reverse — pairs are laid down onto free positions of an empty board — so a full solution always exists. That does not mean you cannot get stuck: matching the wrong pair early can strand tiles. If you run out of moves, use Shuffle to rearrange the remaining tiles into a fresh solvable arrangement, or take back moves with Undo.
